This page is part of our turnkey fire fighting projects range. Most building owners come to us after a notice, a bank asking for papers, or a failed inspection. By then the deadline is close and the list of problems is long. A fire NOC consultant in Hyderabad helps you understand what the department will look for, fix it in the right order and present it clearly. We start with a fire safety audit of the building, then work through the systems one by one.
What a fire NOC is and who issues it
A fire NOC, or no objection certificate, is the fire department's confirmation that a building meets the fire safety rules for its height and use. In Telangana it is issued by the Telangana State Disaster Response & Fire Services Department. Applications are usually made online through the state's building permission and fire service portals.
Essatech is not the authority. We cannot issue a NOC, speed up a decision or promise approval. Our job is to make the building and the file as ready as possible, so the inspection goes smoothly.
Provisional and final NOC
There are usually two stages for a new building. The provisional NOC comes at the planning stage, before or with building permission. At this stage, the department reviews the drawings to check access, exits, staircases, refuge areas and planned fire systems.
The final NOC usually comes after construction, before occupancy. An officer visits the site and checks that what was drawn has been built and works. Existing buildings renew their NOC at set intervals, with a fresh inspection.

Documents you usually need
The exact list depends on the building type and the stage. Most files include the items below. Missing papers delay more applications than missing equipment.
- Approved building plan and sanction letter
- Fire layout drawings showing every system
- Installation and test certificates for each fire system
- Pump, hydrant and sprinkler test reports
- Fire alarm commissioning records
- Extinguisher list with refill dates
- Previous NOC and inspection remarks, for renewals
- Occupancy details and floor-wise use
What we do and what the owner does
We start with a gap survey. We walk the building with the approved plan, test the systems that exist and list what is missing or not working. You get a fix list sorted by priority.
Next we fix the gaps that fall within our work. That may mean repairing the fire hydrant system, extending the fire sprinkler system, replacing a dead panel in the fire alarm system or supplying fire extinguishers. Then we test each system and prepare drawings and reports.
The owner keeps some tasks. You submit the application, pay the fees, clear structural or civil changes such as blocked exits, and attend the inspection. We can be present on site to explain the systems to the officer.
Common reasons for objections
Inspection remarks tend to repeat. Hydrant coverage is missing on some floors, or a landing valve has no hose. Exits are blocked by stores, grilles or locked doors. Extinguishers have expired or are missing from their brackets.
A dead or faulty alarm panel is another frequent remark, as are pumps that do not start on their own. Changes made after the last NOC, such as a new mezzanine or a changed use, also cause trouble when no drawings reflect them.
Change of use and building alterations
A NOC covers the building as it was approved. When a floor changes from office to restaurant, a basement becomes a store, or a mezzanine is added, the fire risk changes too. The existing systems may no longer cover the new layout.
Before you alter a building, ask what the change means for exits, hydrant coverage, sprinkler design and alarm zoning. We review the plan, mark what needs to move or be added, and update the fire drawings. That avoids surprises at the next renewal.
Tenants in shared towers face this often. A tenant fit-out can block a sprinkler head, hide a call point behind a partition or remove a hose reel. Owners should ask every tenant for fire drawings before work starts.
How to prepare for the inspection day
On the day, keep the pump room, panel room and fire tank open and someone present who can operate them. Clear every exit and stair, and make sure all doors to escape routes open freely.
Have the file ready in one place with drawings, certificates, test reports and the log book. Run a quick test of the alarm and pumps the day before. Small things, such as a missing hose or an expired tag, are easy to fix early and awkward to explain later.
Renewal and yearly compliance
A renewal is easier when the building has been looked after all year. Keep a log of pump runs, alarm tests and extinguisher refills, and fix faults as they appear.
A fire safety AMC gives you planned visits and service reports, which are the records an officer asks for. We suggest starting renewal work a few months before the due date, so there is time to fix what the survey finds.
Fire NOC work in Hyderabad
Building permission in the city runs through GHMC inside its limits and HMDA in the wider metro area. Fire clearance comes from the Telangana State Disaster Response & Fire Services Department, which inspects towers, schools, hospitals, hotels and commercial buildings.
We see many renewals from office towers in Hitech City, Madhapur and the Financial District, where tenants have changed layouts since the last NOC. Schools and hospitals in Kukatpally, Uppal and Secunderabad often need extinguisher, alarm and exit work before renewal.
Our Gachibowli team acts as your fire NOC consultant in Hyderabad, and the Hyderabad office page lists all our local services. For buildings on the coast, see our fire NOC consultant in Visakhapatnam page.

Standards and approvals
Fire safety requirements come from NBC 2016 Part 4 and the state fire service rules. The competent authority decides what applies to each building and whether a NOC is granted. Essatech prepares systems and papers but never issues or guarantees a NOC.
